The parish of Kowloon gave a welcome yesterday to the Right, Rev. C. R. Duppuy, D.D. the new Bishop of Victoria, in St. Andrew's hanc Hall-a welcome that could leave no doubt in the Bishop's mind as to the enthusiasm with which bis coming was greeted.
The hall was prettily decorated with the flags of the nations, and a guard of honour was provided by the Boy Scouts. Present to meet the Bishop were the members of the | congregation of St. Andrew's.
