ACTIVE AGITATION.

SPIRIT OF SELF-DETERMINATION.

The spirit of self-determination has animated the people of Northern New South Wales with a desire to create a new State. The agitation is now active. The proposal has been de- bated in the House of Representa- tives. and still is a live topic in the newspaper world.

The area of the proposed new State is 65,000 square miles, having a. population of 460.000; and the bous- daries proposed are on the North Queensland border from Point Danger to Goodoga, thence sweeping south- 10 Newcastle. The castern

boundary, of course, is the ocean. It is proposed to include Newcastle with its population of 80,000.

The first serious step contemplated by the supporters of the new move. ment is the calling of a convention as early as possible and subsequently to urge the taking of a referendum. It is proposed to have only one House in the new State and to dispense with the services of a Governor whose office would be held by, the Chief. Justice of the new State.

The present agitation rose from abeged neglect of development in railways and water conservation; the overwhelming influence of Sydney in- terests, to the detriment of the couns try; and the hope that the possession of an independent Government and administration would bring prosperity. Tamworth is the centre of the new moverent.

A Marine Board inquiry was held at Brisbane on August 31 into the grounding of the "Suki Maru," on a Teef on July 27. The Portmaster (Captain Forrester), presided.

Witness immediately gave orders to starboard, but the vessel struck. Witness did not dery that the apprentice had called hins, but certainly did not awaken him. Witness attributed the grounding to not being awakened according to orders.

Kihara, chief officer, stated he was од duty on the night of the accident, and at 9.45 he had not seen any lights but sent an apprentice to call the pilot. The apprentice returned, and said he had called the pilot, who answered] "All right." Witness continued on the same course. At 10.30 he again stat the apprentice to call the pilot, but the latter did not appear, and at 11 he again sent the apprentice, the pilot coming on the bridge at 118 The pilot ordered the helm to starboard, but the vessel struck im medistely. Witness said he did not see the lights sooner because of the thick.passing rain,

The apprentice gave evidence- corroborative of the chief officer's.

Members of the Board questioned Captain Dabell at length, and reserved their finding.
