LONDON, August 31. The Belfast conflict is assuming all the features of civil war. Yester day's day-long fighting continued at night when the total casualties since the outbreak reached 18 killed and 200 seriously wounded.
Numerous incendiary fires lighting up the whole city started last night were watched by dense-crowds. There were-twenty-conflagrations. in the Shankil district where practically every spirit and grocery shop and many public houses occupied by Roman Catholics were ignited. The fire brigade was unable to cope with the demands. Refugees fleeing in hun dreds arrived at Tyrone.
The Camerons arrived from Curragh at Dublin by moter lorry early this morning, whence they will be despatched by special trains to Belfast. The curfew law has been introduced.

The King's Secretary. Lord Stamfordham, replying to Mr. Horatio Bottomley who urged that His Majesty should take "the unconventional step" and make “an experiment worth trying,” as regards the release of the Lord Mayor of Cork, subraits that this would be unconsitutional rather than unconventional, and it would be dangerous for the Sovereign to make such experiments upon the constitution. He points out that even if His Majesty favoured the release, this could only be effected by the Sovereign's personal action in the face of his Ministers' advice and with the presumable result of their resignation. There is also the further risk that the country at large might regard the price paid as too high for the object attained and blame His Majesty for creating a grave political crisis at a time of special national stress and anxiety.

CHARLESTON, VIRGINIA, August 31. Mr. Daniels, Secretary of the Navy, in a speech here, said that the delay in the ratification of the Treaty of Versailles had prevented the cessation of naval enlargement. There had therefore been no change in the plans of American naval development, which "will give our navy world primacy,"
Mr. Daniels continued: "We are not only completing a great naval armour and projectile plant at Charleston but we are also building enormous docks on the other shore and facilities elsewhere, and we are. constructing eighteen dreadnoughts and battle cruisers with a dozen other powerful ships which in effective fighting power will give our navy world. primacy."

NEW YORK, Aigm, dixi. The Federal Grand Jury hpg indicted forty steamship companies including the the International Mercantile Mariae, Atlantic Transport, the Cunard, the Anchor, the Booth, the French Trans Atlantic and the companies on charges of conspiracy and restrain, of
trade.
The parties indicted include practically all the big trans-Atlantic lizes.
The indictment charges the defendants with having, since January 1st, 1917, con tinously violated the Sherman Law by restricting inter-State trade and foreign commerce in grain, oil, lumber, coal and other commodities.

A Mesopotamia communique says that on the lower Euphrates the expected attack has not yet materialized. A flotilla bringing supplies from Nasirle reached the town after some opposition. In the Hilla area the 34th Brigade column advanced to Imam Hamza from Jerbolyah and carried out punitive measures against several localities in the neighbourhood.
