GERMAN REPLY CREATES GRAVE SITUATION,

LONDON, July 13. A Spa communique states that at the conference Herr Simons advanced the serious difficulties facing his government as regards-greater ccal tonnage until it obtained the assent of the owners and miners to increase the output. He submitted the German proposals for the delivery of 56,000 tons per working day from next October and 68,000 tons per working day from October, 1921, conditional upon the possibility of improving the feeding and housing of the workmen. He attributed the cause of the fall in the output to the position in Upper Silesia, and con“) tended that the Allied coal demands could better be satisfied if the plebiscite there was abandoned and mining agreemerits with the Poles and Bohemians were substituted.

IMPRESSIVE PUNERAL CEREMONY.

LONDON, July 13.. Striking tributes to the memory of Lord Fisher, were paid at the funeral ceremony to-day. The Metropolis has seldom witnessed a more impressive spectacle. Full naval honours were accorded and the route to the Abbey was densely crowded by reverent spectators. The coffin was borne on a zun carriage enveloped. in a Union Jack draw by blue jackets. Bight admirals acted as pall bearers, including Lord Jellicoe and Admiral King Hall. The funeral service at the Abbey was very simple. The con- gregation was representative of every phase of the national life. The King and Queen Alexandra were represented.
