Is the House of Commons, replying to a motion by Mr. Terrell is favour of the abolition of the Excess Profits Duty, Mr. Chamberlain pointed out that Britain had not suffered fuascial troubles such as were experienced in the United States and Japane gladly noted the check in the spirit of uncontrolled expansion of speculation prevalent earlier t-the year was anxious to find an alternative for this excess profits tax, pending which be could not abandon it. The tax was only temporary. He agreed that trade required certainty regarding the future. The government had never contemplated the sixty per cent, levy to continue beyond the current year" and it would not exceed forty per cent, next year. He pointed out that it was the government's duty to endeavour to restore credit before lean years set in. Nothing had more impressed the world or produced a quicker return than our efforts to right our finances immediately the war stopped. -

ZIONISM.
LONDON, July 13.
At a great Zionist demonstration, at the Albert. Hall to celebrate Britain's acceptance of the mandate for Palestine, Lord Rothschild presided. Others present were Mr. Balfour, Lord Crewe, Lord Robert Cecil, the Chief Rabbi, Dr. Weszmann, Dr. Max Nordau, and Dr. Sokolow. There were Jewish delegates from 28 countries Messages of sympathy were read from many notables, including the bishops of Manchester and Gloucester. Mr. Balfour was enthusiasti cally received. He warned the meeting that there were difficolties ahead. especially in connection with the Arab Question, which would require the mutual goodwill of Arab and Jew. He hoped the Arabs would remember that the great powers had freed them from the brutal tyranny of the Turks and that they would not begrudge a small notch in Arah territory being given to the race exiled for centuries from the land of its forefathers.
Mr. Balfour dealt on the importance of the partnership between the Jews and Great Britain as the mandatory power. He expressed confidence that neither would fail the other.
Lord Robert Cecil believed that the two outstanding features as regards future were the establishment of the Jewish national home and the creation of the League of Nations. A resolution was adopted expressing high appreciation of the illustrious services rendered to the Jewish nation by the Allied statesmen and people. It pledged the British Jews mot to spare any effort or sacrifice in rebuilding Palestine as a national home in collaboration with the inhabitants of the country,

POLAND IN PERIL
SP July 11th. After bearing the Polish Eremier, Grabsk, the Allies proposed to the Soviet Government to conclude an armistice with Poland on condition that the Poles retire within their legitimate boundaries, and the armistice should be followed by a peace con ference of all the barter States. If the Soviet réfare or attack the Poles within the latter's borders the Allies will support, the Poles to the fullest degree.
LONDON, July 11th. PASSING OF EX-EMPRESS EUGENIE.
PARIS, July 11th.. The death is announced of the ex Empress Eugenie which took place in Spain.
Eugenie, ex-Empress of the French, was born in 1896. She was the daughter of Coast Montijo of Granada and on the She mother's side of Scottish descent. married Napoleon III in 1853 and for many years kept a brilliant court. On the outbreak of the Franz-Frussian War her husband

ARRANGEMENTS FOR PEACE
LONDON, July 12,
In the House of Commons, replying to Mr. George Thorne, Mr. Bonar Law confirmed the report that the Russian Soviet government had accepted the British government's conditions with regard to the resumption of trade. and that an understanding had therefore been reached with regard to the principles wherëupon a trade agreement would be negotiated. He also stated that the British government in. zgreement with the Allies had made proposals to the Soviet government for an immediate Russo-Polish armistice on equitable terms, to be followed by a pesce conferènce between Russia and and the border states. Replying to further questions Mr. Law declined to say whether the British government had threatened to send military forces in the event of the Russian government's non-compliance. He denied that his statement involved British recognition of the Soviet government.

LONDON, July 10... Recruiting for the new territorial army is proceeding at the satisfac tory rate of 3,000 a week, while over a thousand regulars a week are coming in. Permission was granted to Belfast Orangemen to hold a demonstration three miles out of the city.
