FUTURE OF BRITISH RAILWAYS
ORGANISATION TO STIMULATE DEVELOPMENT.
LONDON, June 29.
A White Paper has been issued containing the proposals of the Minis- try of Transport with reference to the fature organisation of the railways in Britain. It is suggested that the railways be formed into five or six groups four for England and Wales, and one for Scotland, the groups being determined on the basis of economy and the elimination of competition, Each group would be under a board management limited to 21 members, consisting of shareholders and employees comprising both officials and manual workers..
Dealing with the question of finance, it is proposed that the Govern ment's share of the surplus profits be funded for development purposes. With reference to rates, the Government' does not propose to give the companies any financial guarantee bat to set up flexible- rates and machi. nery emabling appropriate charges to be levied. Permanent machinery is also proposed to deal with wages and working conditions on the lines of the present wages boards.
The Ministry advocates a policy of stimulating development of the country by construction of light railways by private enterprise or local authorities assisted by the State.
IMPERIAL WIRELESS CHAIN.

LONDON, June 23.
The report of the Imperial Wireless Telegraphy Committee, published to-night, recommends a scheme for connecting the various parts of the Empire by wireless links not exceeding 2000 miles. The Committee be. lleves that by this procedure official, commercial, and pass traffic would be carried reliably, expeditiously, and economically. Etential strategic needs would also be met. The Committee estimates that the initial capitel cost of the scheme would be £1,243,000 and the annual charges, including interest amortisation #425,000. It anticipates that traff wild produce a revenue of £325,000, leaving an annual loss of £100,000. It also recom mends that the execution of the scheme be entrusted to the engineering department of the Post Office, but that long-distance wireless traffic with foreign countries might be left to commercial companies.
THE FIRST LINK.
The report declares that a small and temporary loss would be negligible, in comparison with the Imperial benefits conferred, and recommends that the service of communication between Leafield and Cairo by Poulsen arcs,
which will shortly be operated by the Post Office, should be the first link in the chain of communication with British communities in Africa." This com- munication could be continued by a valve station near Nairobi, by alteration of the ex-German station at Windhuk to a valve station to complete the
connection with South Africa. Further, that for communication with India,
the Far East and Australia, valve stations be erected in England, near Cairo, Poona or another India station, Singapore, Hongkong and Port Darwin or Perth.
CAPTAIN FRYATT'S SHIP.
LONDON, June 29.
In the House of Commons replying to Sir J. Butcher, Mr. Bonar Law said that the Government had decided that if Captain Fryett's ship, the "Brussels,” were to be sold the proceeds would be used to establish a memorial or to endow a seamen's institution with which the name of Captain Fryatt would be permanently associated.

WEST ANSTER ABBEY IN DANGER.
LONDON, June 25th, The Dean of Westminster, in a letter to the Fress, earnestly appeals to the Eng world to subscribe £230,000 lish-speaking towards the apkeep of Westminster Abbey, which, he says, is in danger, and is enter ing a phase of steady structural deteriora tion.
