Who is the mikado?
The mikado is a personality. The mikado is an institution. The mikado
is a symbol of administra. tive virtues, writes K. S. Inni, of the
Department of Political. Science, University of Southern California.
Every nation has gone through three stages of political evolution ;.,
religious-military, military, liberal and liberal-ethical.
Japan as a nation is no exception
to this rule, although the time allotted to different periods is not identical to that of the west.
"GOD" OF THE CLAN.
The head of an ancient Japanese clan was called "kami," often translated as "god." The mikado was the "kami” of the largest clan, which eventually absorbed all small clans, thereby uniting the ration.
But long before the first cycle of cvolution was completed in the 12th century the emperor was forced to give up his power to military usurpers.
Although history designed him to play the part of military hero and absolute monarch he was driven to oblivion. He retained his position'. but not his power.
THE FIRST MIKADO.
It was not until the restoration of 1868 that these were united in one, the mikado.
So when a Japanese thinks.of him he is as the inspired leader of old. the tutular father of the past and considerate patriarch of the ages."
As the red, white ard blue means to an American the story of Lexing | ton and Concord, or Dewey and Manila, or the doughboy and Chateau-Thierry, so the mikado !| signifies a personality in whom is associated and embodied a tradition of 2590 years.
But this is a world of rationalism and idealism. To the French the tri- | color spellsberty, equality and fraternity.
SIMPLY A SYMBOL.
To the Japanese the mikado de notes a sacred office yested with all virtoes and ideals constitutidy a per- ! fect sovereignty.
Japan bas never been conquered by a foreign foe. Her suCCESSÍVE rulers have never been aliens or invaders, as was the case in China and Europe. This explains the uni- versal reverence and loyalty for the mikado..
The Japanese are extremely proud that their ruler is the 122nd emperor in unbroken succession. Its parallei cannot be found anywhere in history. Bet this can easily be explaned. It is la: rely due to the fact that he has never wielded actual military power and never entered into active politics. He was in the game but "never car- ried the ball," so he was never- tackled
Indeed, he has never vetced a bill, even under the constitutional government.
PRINCE OF WALES AND FRENCH GIRL
The visits paid by the Prince of Wales to Paris before the war, during the war, and during the Peace Con- ference have had a very fortunate result in making his personality krown and warmly appreciated here and, as was the case so notably with King Edward, the Press asks nothing better than to print episodes illustra tive of his character. Thus on April 29, the Gaulois, after referring to his arrival in New Zealand, describes how he saw a girl trying to, photo- graph him from a distance. He stop ped and called her towards him. But just as the photograph was being taken he pointed out to her that the sun was pouring straight on the lens, so he posed again. When the snap wis taken the girl similed and bowed and went off blushing but the Prince gallant to the end, called out his thanks after her. The publication of stories of this sort in the French Press is an indication of the marked way in which the Prince has brought home his personality to the Paris public.
