THE ALLIES AND CHINA.
LONDON, May 24. Mr. Bland, in his article in the Times, emphasises that the main pur◄ pose of the Alliance was to protect and preserve the integrity and inde- pendence of China and maintain there- in the principle of the open door. Any renewal of the Alliance, which fails to emphasise and safeguard this prin ciple and insist upon its equitable ap-- plication, will be not only useless from the British point of view, but a cer jain source of trouble in the future. A complete return to the status quo ante bellum in China'is clearly impos sible, but, as far as Great Britain is concerned, the fundamental object of the Alliance remains unchanged and it should be our definite aim to make it, when renewed, an effective instru- ment for the maintenance of those equal opportunities on, which the future. of British trade in China depends.
There can be no hope of pérman-. ently preserving the integrity and in- dependence of China, unless immedi ste steps are taken to establish and maintain at Peking a Central Gover ment with authority sufficient to en- able" in to collect adequate revenues
from the provinces. This Central Government cannot be established by the Chinese themselves, without for- eign intervention. In order to make: its establishments and continued exist- ence "pbesible, the provincial armies of the Tuchuna must be finally dis banded, and the Tuchuns themselves replaced by Civil: Governors directly responsible to Peking:
