This fact justifies the utmost endeavour to promote the teaching and use of English in China and the Far East. An international language should be a living not an artificial tongue. Over seventy artificial languages have been thrust upon the notice of the world since their initiation in 1668 They have been described as "doomed futilities," and those who! foster them "a handful of misguided fanatics." It is certain that the users of one of the best known types would not displace the population of a London borough. On the other band, there are English-speaking Lands throughout the world, with opportunities for vast expansion, and daily thousands of foreigners are born who, under the stress of comi mercial necessity or the call of cultural ambition, will learn the English tongue. English is the lat guage of the leading nations of the earth, and what is best and most modern in industry, art, and com- merce is expressed in this tongue. To be educated, progressive and to be equipped with present-day advan- tages, and yet be unacquainted with English, is becoming increasingly impossible. From an industrial and commercial point of view, foreign pations, particularly the smaller peo-! ges, must either become mental subjects of the English language ór sink in status. And the action of the force of attraction of this great language is cumulative. It goes on as bodies fall, with a steady accelera-i Hon. It becoming day by day! more irresistible. There is little or no international jealousy against English becoming the international major pressure in tongue. The favour of English is perhaps com- mercial German authorities endorse it, and at an international plebiscite taken in 1903 there was an over- whelming majority in favour of Eng. fish. Much evidence on this head was submitted during the month to the Royal Society of Arts in London by Mr. Alfred E. Hayes. of the Eng. lish Language Union. who strongly urged measures for promoting the use of the English tongue abroad. It! is not our business to thrust our language
other nations. роп Aggressiveness always defeats its own ends. But we ought not to stand indifferently aloof when foreign, particularly Chinese, students need our friendly help in their endeavours to win the key to the life and thought of the English-speaking world.
A GIANT BEAVER-DAM.
The engineering feats of the beaver are a matter of familiar knowledge, says The Scientific American
New York, 14th February); but it will surprise many of us to know that a single colony of these industrious animals is capable of constructing a dam twelve feet high and a quarter of a mile long. He goes on:
Such a dam was recently dis- covered by a State gamewarden in a secluded spot along Taylor's Creek, Bayfield: County. Wis. Even the beaver Louse at the centre of the dam is of elephantine proportions, being sixern feet high and forty feet broad at the base. The sleeping. apartment inside the house is excep tionally spacious for a beaver home, being large enough for a tall man to lie down at full length. The floor was found to be covered with a dry substance and was as-clean as a whistle. Evidently the beavers were looking for a long winter, as large quantities of foodwere found stored in the house for cold-weather use. Nine Beavers, an exceptionally large family. were livingcomfortably in the house- the parent beavers and their children. Beavers are like some humble, primitive race of people of peaceful disposition and few wants, indus- trious, and practical in their affairs, and apparently depending more upon. reason and less upon instinct than do any of the forest folk. Many of their habits reflect so much of intelligence that some writers credit them with possessing real-intelligence, and many of their peculiar customs would seem to bear out this claim. But a careful study indicates that their acts, habits, and customs are all instinctive, as they have in no way improved or advanced from their original customs since the discovery of the species, They build their dams and lodges, provide their food-supply, and pursue. the same course as they did thousands of sears 8go, while if they were. possessed of intelligence, they would certainly have made some advance. ment somewhere.”

POSSESSION OF OPIUM.
A Chinese was this morning charged before Mr. R. O. Hutchison, at the Magistracy, with the un- lawful possession of a small pot of prepared non-Government opium. The Police said the drug was found on the defendant's person, when he was searched while board. ing a coasting stramer. The defendant admitted possession of the drug, but said he bought it for his own use on the voyage back to his home in Sunning, He did not know it was unlawful to possess opium. A fine of $25, or, in default, three weeks hard labour was imposed.
"Another Chinese who was arrested, by Sub Inspector Lane for the unlaw- ful possession of 1.8 taels of non- Government opium, and allowed out on Police bail of $120 (Straits rioney), which represnted all the cash he had on his person at the time of his arrest, failed to answer when his case was called before Mr. R. O. Hutchison this morning. His Worship ordered the bail to be estreated, re- marking that the defendant was let off rather lightly, considering the " value of the Straits dollar. In oth cases, the drug was confiscated.
“CHICKEN KING" COPPED.
A professional chicken thief bas been caught and punished. His methods were simple and diverting. He carried a large umbrella and a pocketful of rice. He attracted a
fowl with the rice, and hid it in the umbrella. He got one too big for the umbrella, and was spotted. The chicken itself, like the geese of Rome, co-operated in his undoing, Inspector Willis found the rice in his pocket, and understood its meaning. There were feathers in the umbrella. Mr. Hutchison made it $50 or six weeks.
A QUICK RETURN.
A Chinese who was on March 18' sentenced to 21 day's hard labour for larceny, and had been out of jail, only a couple of days, as agala la trouble this morning. When he was charged before Mr. R. O. Hutchi- son, at the instance of Inspector
