£54,000,000 ABOVE ESTIMATE.
Colonel Leslie Wilson, Parliamen tary Secretary to the Ministry of Shipping, in moving a supplementary estimate for salaries and expenses of that department. In the House of Commons, said the object of the estimate was to obtain authority from Parliament to appropriate a further sum of £19,500,000 of receipts in aid of expenditure. The principal cause of the excess gross expenditure over the original estimate was the expense In connection with the enemy tonnage which had been surrendered under the terms of the armistice and allocate to and man- Laged by Great Britain. Altogether there were 240 ships with a gross tonnage of some 1,300,000 tons. He. did not wish to anticipate any state- ment he might have to make in pre- senting the main estimates for the coming year, but he thought he could indicate the probable receipts for 1919-20. With regard to the actual amount estimated for the sales of enemy ships during this financial year, in the original Estimate was a sum of £43,000,000. He thought it would be nearer £49,000,000, but it would be in connection with the earnings of the ships that the largest increase would be experienced over the original Estimate. That would be by something like £54,000,000..
The recoveries from Dominion loans, estimated originally. £12,000,000, would probably this year amount to $18,000,000, making total surplus receipts over estimates of some £61,000,000.

Sir W.Raeburn (C.U., Dumbarton) foresaw the prospect of a slump in shipping. There was more shipping in the world now than when the war commenced; the world, in fact, had all the shipping that was wanted, and were it not for congestion which held up the vessels there would be adequate tonnage.
Colonel Wilson, replying to the debate, said there had been a large number of sales of ships built on Government account. Ships sold to foreigners numbered 104 built at home, and 101 built abroad. These

Perpetual motion by water power lé a discovery claimed by a Bedford man and a patent has been granted to him for his invention. The patent consists, according to his statements, of two reservoirs, one large aboye, one small below. The water flows, at will, from the top reservoir to the bottom one. In its descent it works a perfectly water tight water turbine, escaping at the exit from the base by a pipe the same size as the intake pipe. The water enters another turbine in a similar "manner, and this operation may be repeated as often as desired, until the water arrives at the lower reservoir, from which it is pumped · up to the higher reservoir by a suc tion pump operated by a fraction of the power, created by the turbines. The inventor claims that his inven tion requires no coal for creating the power, therefore it is cheap also that hot being dependent on running: water it is applicable anywhere.
