"The proposal to amend the Cus- ors, Tarif Law introduced by the Government into the Diet new sit- ring," says the Jiji, "is a declaration. of the trade policy which the Govern-On ment intends to pursue after the war. The chiet feftures of the proposed simendment are (1) that a Dumping Investigation Committee be officially urganised and that, on imported goods which have been found on investiga ten to be dumped, such duty, as will bring their price up to a legitimate figure be additionally levied over and above the present duty; (2) that dye- stuffs and chemicals be placed under more pronounced protection; and (3) that certain raw materials be mase dury-free" in order to facilitate their importation. It is of course necessary that raw materials should be duty-frës. Nor have we anything to say against a policy for protecting vital industries which newly, sprang into existence dur- ing the war, provided that such pro- tection be limited to a suitable period. But as to the organisation of an in- vestigation committee for the purpose of anticipating dumping, which seems to be the principal object of the BR under consideration, it must be asked in what circumstances the Govern- ment fears the possibility of dumping.
