COMMITTEE'S REPORT TO

COUNCIL

PRISONERS AND THEIR FOOD.

The following Report, is to be laid before the next meeting of the Legistative Council by command of His Excellency the Loverpor:-

Report of a Committed consisting of the Honourable Mr. H. E. Pollock K.C Chairman, the Hon. Mr. R. U. Hutchison, M.D. E., and the Hou. Mr. Ho Fook, ap- pointed by Excellency the Governor w report upon the rollowing subjects in cou- nection with the Victorin Gadi, namely:- (u) as to whether there is any foundation

for the statements made by the out- visted man, Wong kwong;

(b) as to any matters connected with the murders or the cape of the prisoners

The Committee have held several sittings in Mr. Pollock's office and have made four visits to Victoria Gaul, three by daylight, and one after dark, und "have examined Mr. Franks, Br. 2. With regard to the statements of Wong Kwong.-r

(a) We are clearly of opinion that there is no foundation whatever for the allegations of the prisoner. as to in- aaficient Feeding. On the contrary, Dr. Woodmas and Dr. Valentine in formed us that they are of opinion that the food allowed by the Regula- tious is sufficient and a list (compiled between May and September, 1918) of the respective weights of prisoners (whose sentences varied from 1 to 12 months) on their admission and dis- charge respectively, shows, on the light gain in weight, the

() As regards the allegations about cigarettes and tobacco being brought into the gaul, we gather that this does happen occasionally and is difficult to prerent. We strongly recommend that the gaul regulations be amended for the purpose of qaking in legal for any office of the gaul, below a certain rank, to be searched under Europesz supervision upon entering and fearing the gaol. ic). N. Y. KIMPROVING STEERAGE TRAVEL.

The Nippon Yusen Kaisha mak ing a strong bid to capture the steerage passenger traffic on the Yokohama Shanghal route, and is making radical improvements in the steerage accommodations on their steamers.

The "Kasuga Maru," which bas been in the drydock for the fast two months for a complete overhauling and was given a trial run on Friday from Yokohama, has had her steerage quarters completely chang ed. In place of the dark crowded hold which formerly served as a place for steerige passengers to exist without any regard for comfort or health, the new quarters are clean, light and well ventilated. The berths. are all new and much larger than the old ones and provided with cur tains so that each passenger enjoys a little privacy.

Before the improvements were made 400 persons could be accom- modated in the steerage, but with the present arrangement 170 will be the capacity of the ship.

Bathrooms and lavatories sepa rately are provided for men and. womea. These are of tiling and are clean. Electric fans and lights are plentiful, insuring a good supply of fight and air at night. Steerage pas- sengers will also have ample room on deck and amusements will be provided similar to those for the first class passengers.

N. Y. K. oficials stated yesterday that they expected to get a large share of the passenger traffic between Yokohama, and Nagasaki.. As they pointed out, the railroad fare from Yokohama to Kobe is Y610, which includes neither food nor berth and takes about 12 hours. The "Kasuga Maru" will make the run in 26 hours, and the fare is Y3 50, which includes meals and.. berth The steamer fare from Kobe to Nagasaki is Y3.50 and on the train it is Y5.86. The difference in cost in addition to the comfort with which the sea journey can be made is expected to be a big inducement for those who travel third class.

Members of the Japanese and foreign press of-Tokyo and Yoko- hama were guests of the company on Saturday at the luncheon aboard the "Kasuga Maru," at which Mc Nagashima, chief of the N. Y. K. passenger department, explained the new policy of the company. The "Yamashiro Maru" and the "Chi- kugo Maru" are soon to be fitted up in the same way.

Our findings on the above are as fol lows:-
