There are many problems. to be overcome in the reorganisation of the French Mercantile Marine, and most of these are findicated in a fester just received by M. Milizes Lacroix, pre- sident of the Senat's, Financial Com mission, from- M. `Chaumet, Who is -presiden; of the Ligte Maritime Fran- caise and also of the French associa- Bon of port authorities. These two organisations represent the commer- cial shipping interests of France.

In the course of the letter: it is pointed out that the Senat is now con- sidering a bill for the granting of 1,080,000,000 francs by the Govern ment to reconstruct the merchant Fest. A clearly defined programme is called for at once so that shipbuilders may see how the wind is clowing, and pre- vene "work coming" to "☎ standoțiil through uncertaincy as ḍ the future of their industry.

The private and State shipbuilding yards, owing to shortage of cos!, steel and labour, carinoe deliver orders in hand for private owners and for the State before 1922. What is the use, therefore, of vering this huge sum for new shipbuilding : Until a definite policy of the expansion of the French merchani fleet is formulated, the or- ganisations mentioned urge the Senat to delay the voting of this large credit to shipbuilding until they have fully examined all the issues concerned.

It is agreed that the French com- mercial fleet must be increased with- 'out any delay. The difficulty to be overcome is how may this be brought abour without loss of time Under the present conditions, it is not pos sible to charge the Budget with ex- „penses – which apply only 10.Gertain sections of industry; but public in- terest assuredly, justifies the opening. of the credit asked for, and others even on a larger scale, for the purpose of building up the Merchant Fleet.
