In all ages and places, within the vast range of malaria, we meet the same belief in the existence of a necessary connection between moe- quitoes and intermittent levers, and in 1885 Norris tells us that the Japan- ese have long ascribed paludal levers to the attacks of mosquitoes. Con- tinuing," Dr. Sambon said that Sir Patrick Manson had proved in China tha: the mosquito was the alternative host of Filaria bancrofti, a widespread species of form round worm, the adults of which inhabit the lymphatica of man and give rise to various morbid manifestations, antongst which is elephantiasis. The lecturer then de-i scribed the various experiments car ried out to prove beyond doubt that the mosquito was the disseminator not only of malaria, but of that other dreaded disease Yellow Fever." Dr. Samson then referred to a state- ment he made twenty-three years ago. to the effect that white men could live and prosper within the Tropical Belt. It was parasitism, not climate, that opposed colonisation, and as a con- crete example he pointed to the Panaina zone, where an Anglo-Saxon population consisting of 10,000 men, women and children brought from the temperate zone to one of the most unhealthy locations in the tropical world were living in perfect health, simply because they had beer protecte ed from infectious diseases, principally malaria-and-yellow fever. What, he said, had been done at Panarta, could be accomplisted anywhere else in the Tropics. Rats were also great disease carriers but the lecturer had butle faith in the crusade against them, as ex- perience had shown again and - again that rat extermination was practically impossible owing to the rats incred ible breeding pewers. The only thing we could do to prevent the ravages of this pest was to render our wharves, quays, markets, store-houses and other public buildings: rat-proof. Sir Patrick Manson: then. called on Dr. Castellani to speak. Dr. Cas- tellani said that he agreed with, prac tically everyding the lecturer" had said, and mentioned the meagre re cognition given to Sir. P. Manson's discovery in China some thirty-five years ago, when he showed that Alaris was conveyed by mosquitoes. This discovery opened up a new Tine of research, but instead of receiving encouragement or help from the authoritities he was jeered and scoffed
at.
Sir R. T. Coryndon then spoke on the services rendered by Mr, Chain- berlain, who, he said, possessed - shrewd idea of the value of, the life. and health of the country's servants abroad. Speaking as a Colonial Offi cial, he felt they owed a great deal to Mr. Chamberlain for the measures he had adopted. Great steps were being. taken to develop medical sanitation. abroad with a view to eliminating disease in the Colonies.
Sir James Candie, who followed, spoke strongly on the importance of developing the research work com- menced by Sir P. Manson, and asked that the work be carried on with en- thusiasm What they must aim at was general, not-local, extermination,: the coalition being universal 11. they were to successfully cope with these tropical scourges.
