ever, as constituting not a com- promisesbut a surrender," and much doubt remained as to its ultimate
facceptance.
The new reservation, said to have been drafted by a Democrat, would deny this Nation's obligation to pre serve the integrity of other league members "by the use of its military or naval forces, or by the economic boycott, or by any other means " an less Congress acted in each case. Under the original Republican draft the denial of the article's obligations is made directly.
LODGE'S MOVE IN ACCORD WITH
FLAN OF CRADERS. Senator Lodge's move in propós Ing modifications was in accordance with a plan sgreed on by Republican leaders. Not all of the changes embodied in his proposal had been accepted by the Democrats in the bipartisan conference, it was said, and some Democratic opposition was forecast to parts of the revised pro. The general impression gramme was, however, that these differences could be disposed of with little debate.
The disagreement over the Monroe Doctrine also was thrown into the background, the leaders apparently believing it might be adjusted quick. ly if a compromise were reached on Article X.
NO DEBATE ON TREATY DURING DAY'S SESSION.
There was no debate on the treaty at to-day's session. Senator Lodge presenting his proposed modifications without comment, except that he desired to have them printed for con-
sideration when the treaty comes be fore the Senate again next week. The text of this reservation follows:
The United States assumes no obligation to preserve by the use of its military or naval forces, or by the economic boycott or by any other means, the territorial integrity" or political independence of any other country, or to interfere in contro versies between nations whether members of the league or not under the provisions of Article X. or to employ the military or naval forces of the United States under any article of the treaty for any purpose unless in any particular case the Congress, which under the Constitution has the sole power to declare war, shall by act or joint resolution so provide.- San Francisco Chronicle.
