Our State banks think they hare cause of complaint against the Federal Reserve Banks by reason of what they claim to be oppressive measuresti in regard to the collection of checks. There is no doubt that what the Federal Reserve Banks are trying to do is greatly in the pubile interest, and yet they should not do what is wrong or unduly oppressive even to accomplish a useful public service. The situation is this: Suppose a merchant in Stockton buys a bill of goods in New York and pays for it by a check on the Stockton bank The New York pages,will send it through banking channels to this elty and the bank wEich receives it will notify the Stockton bank to remit the money. The Stockton' bank is not obliged to do that, but bas beex accustomed to do it by sending its own check against its de- posits in this city, deducting a trifling amount-called "exchange "netʊ pay the cost of remitting, with probably 10 cents as a minimum charge,
Considering only one check this does not amount to anything, but taking into account all the checks on outside banks made in the country, it is a very large sum. In towns in which there is no member bank to collect from the outside bank the Federal Reserve Bank sometimes collecta through the express company, of course, at its own expense, and it is sileged that, apparently by design, Federal Reserve Banks have allowed checks on non-member banks to accumulate until their aggregate amounted to a sum embarrassing for a small bank to meet at once without notice. If any Federal Reserve Bank has intentionally done that it cannot-> be justified, for the country bank is quite within its rights in refusing to pay except over its own counter. ?
