CONSTANTINOPLE, Feb. 26. French and Italian high-commissioners have informed the Ports of the peace conference decision with regard to Constantinople and warned it of the consequences of further misrule. Allied circle's believe that this will dispel the doubts of the Allies' accord and further impress the Turk.
The memorandum described the provisions as giving Italy full satisfac- tion. A new agreement on Jan. 14 provided that Fiume should be an Independent state and that the boundary between Italy and the Slovene state would be redrawn as would the socalled Wilson line in the region, of Senoseccia, with a view to protecting Trieste.
Italy would retain Valona and take the Albanian mandate, but Greece would get Koritza and Argyrokastron President Wilson's note of Jan. 19-1 protesting against this arrangement, declared that unless the terms of settlement returned to the provisions of the agreement of Dec. 9 be would -seriously consider withdrawing the treaty of Versailles and the French treaty from the Senate. He inquired whether the Anglo-French intended. in future to settle pending European questions and then communicate the result to the United States.
The Anglo-French ministers on February 17 replied that there was no foundation for President Wilson's assumption that the new settlement involved capitulation to Italy, and emphasised the advantage conceded to Jugo-Slavia, which was given control of 150,000 more nationals than under the original proposal. Finally the Anglo-French found' difficulty in under- -standing the present attitude of the United States and hoped their explana tions would lead to a reconsideration of Mr. Wilson's position.

The Telegraph states that the idea of banishing the Kaiser to a remote island is abandoned and Holland is now considering removing him from Amerongen to a spot further from the frontier.

AMERICA PUBLISHES CORRESPONDENCE.
WASHINGTON, Feb. 27.
Correspondence on the Adriatic question now published reveals that a mcmorandum of Dec. 9, signed by France, Britiain and the United States gave Italy control over 300,000 Jugo-Slavs inhabiting the territory over lapping the Istrian frontier, while 40,000 Italians would be placed under the League of Nations. Fiume would be made a free state under the League, the cities Fiume and Zara to get complete autonomy, Italy to get a mandate for Albania, and Greece to control certain undefined territory.

The announcement that the Cunard line is making Hamburg a port of call is regarded as evidence of the Britishers' great bid for the world's carrying trade." Hitherto the Hamburg New York trade was a state subsidised German monopoly. The Cunard is now negotiating the pur chase of large docking space at Humburg.

It is understood the Supreme Council has made progress towards a possible settlement in the Adriatic by direct negotiations between the Italian and Yugo-Slav delegates. It is reported that Signor Nitti expressed readiness thereanent. A Paris newspaper states Paderewski is journeying to London to acquaint the Supreme Council with the views of Poland as regards the question of peace with Soviet Russia.

The annual show of the Hongkong Horticultural Society was opened today at 2 p.m. at the Botanical Gardens. Those who take an inter- est ja horticultural matters in Hong- kong will not be surprised to learn that this year's show is a very poor one. Many promising plants have been rendered useless for show purpose owing to
the Class bad weather and all flowering varie- ties have suffered, particularly on, the Peak. Indeed, taking into consi- deration the adverse conditions, it is to be wondered that there were as many exhibits us are recorded. Vegetables have done well, particularly cabbages and some of the specimena almost constitute records for Hongkong. It is satisfactory to note that the hard Working Hon. Secretary Mr. H. B. L. Dowbigging, has been awarded the challenge cup for Feak pot plants and again he takes first prize for carnations. Mr. Ho Kom Tong heads. the list of winning exhibitors; his entries are very good.
The attendance throughout, the day was average. The band of HMS. Hawkins provided music. At five o'clock Mrs. N. I. Stabb will present the prizes.
