Dining the other night with the governor of a big prison, I was takem back to the drawing-room after din- ner to smoke. ..........

"We can't run to a fire in the smoking room," he said. We are only allowed fourteen tons of coal a year for this huge house. I only wish," he added, that we werT ✡ warm as they are in the prison itself.

“So the Government allows plenty of coal for the prisoners ?” I asked.

"The temperature of all cells and workshops has to be kept to sixty degrees," he answered. "It is never allowed to fall below that, even in the coldest weather." -

The care taken of the inmates af our jalla is really rather wonderful and is in striking contrast to the severities of a generation ago. In those days the idea was to allow prisoners just enough of the necessi- ties of life to keep them fit for the very hard, labour which was their portion.

To-day the food, if plain, is ample It is indeed more than the average- man requires, and the work is little- more than enough to keep them fit. and give them an appetite. Even penal servitude a convict does no more than seven hours a day. He has two hours' rest' at midday, and: his work is over by four o'clock at this time of year.

No convict at fasta or quarry, world.. is ever allowed to work out in rain.. As soon as a shower, comes on the- parties are gathered" and brought under shelter.

Prison clothing, though unbeauti- ful, is warm and of excellent material, and the same may be said of the boots.

Men who are engaged on sedentary accupations, such as tailoring or bookbinding, have regular outdoor exercise every day. Even those who are undergoing punishment in a The separate cell are exercised. Borstal class do physical exercises and military prisoners' drill.

One result of all this care is that the deathrate in prisons is extra- ordinarily low, while the infirmaries are almost empty. As for the phy. sical change in the men, it is simply amazing. I have seen a prisoner-in- the dock, a slack, stoop-shouldered. hollow-cheeked, whisky-soaked wreck, and have had the saine man pointed out to me six months later working - on the bogs of Dartmoor Prison. Had him pointed out, I say, for I should certainly never have re- cognised him. Regular hours, regular food, abstinence from alcohol and tobacco, had wrought a change that seemed miraculous. The man was. Lo stone heavier and looked two Inches taller. His skin was clear, his eyes bright; he was altogether a different being.

I have often thought that a "hydro" run upon the lines of a. convict prison would pay enormous- : |·ly. I would make my patients sign on for a term of one, three, or. sir months, as seemed necessary, and I' would give them prison food, prison work and prison discipline.
