SILVER CRISIS.

HOARDING IN FRANCE.

The rarity of so-called token money has been more or less endemic in the French provinces since the begin- ning of the war. But in Paris only an occasional fit of hoarding has seized hold of the inhabitants, mostly small shopkeepers and certain cate gories of the less-educated population. The same phenomenon occurred here at the beginning of the war, and a little again at the end of 1915, but mostly for base coinage, and there was an acute tension in silver in the spring of last year at about the time of the great German offensive, when this money.. almost disappeared. But the crisis passed silver and copper money made its reappearance, and even the famous "ecu," the five-franc plece.

This boarding is the principal cause again of the scarcity of metal money, a shortage now becoming - very irksome in business. The rea son is that a great many misguided persona fear shortly a depreciation of the bank note within the territory of the Republic compared with silver. It may be said that the danger is remote, and that by hoarding metal people could not stave off the evil day. But it is necessary that the woollen stocking be emptied and also the hiding-places in the chest of drawers be uncovered. Malpractice, as I said before has led to the illicit melting of silver money, and also the export of francs, but the chiaf cffender is the hoarder. When war broke out there were £16,000,000 worth of silver money, and up to that time £800,000 worth were coined every year to maintain the level. Since the war £20,000,000 in silver have been minted or £4,000,-- 1000 yearly, which has put into circu- lation almost double the amount of silver existing before the war. This sum represents a total weight of about 4,500 tons, and it is imposed ble that this mass of precious metal could have been made to disappear solely by melting or export abroad. The threat bas gone round in

some quarters that if hoarding goes op persistently. all the silver money may be called in, a decree which would have the effect of rapidly emptying the woollen stock ing. But those best able to speak, whether operators in the money- marker or officials of the Mint, do not seera to apprehend the necessity af so drastic & measure. The present. uneasiness will certainly be relieved by more intense production at the Mint and the early putting into cir culation of silver, bronze--and nickel money to the value of £400,000.:
