JAPAN AND THE LABOUR CONFERENCE.

LONDON, Nor, 29. An.official mampu from the Wash ington Labour Conference, shows that the eight hour discussion had expecial reference to fapad.

Mr Barnes, for Britain, presented a re- port showing that elever hunts were daily worked in, the cotton industry, while the silk industry was employing 300,000 persons, working thirteen hours daily.

Hence, the report recognises the im- practicability of immediately reducing the hours to Western standards, but, upon Japan's assurance that she will necelerate the adoption of the principles current in Western countries, it was recommended that she be asked to effect an early substantial raduation of the hours of labour.

A 48 hour week was recommended for workers under fifteen years of age, a. 60 hour week for silk workers and a 7 hour week for other industries, also a 24 hour weakly rest day

The Japanese Lahour delegate protested against the modifications, and declared that is the textile industries in Japan there were 700,000 women living almost a life of slavery.

The Japanese Government delegata pois-j ted cut that their industries ware less than 30 years old, and they could not be expected immediately to swallow whole-mle ali Wes- tan practices, which bad taken centurias to levelop.
