The witress gave evidence of the recovery of the money, the cost com- ing out of the money recovered, and said that in his opinion that woman sacrificed £15. The company refused to re-cpn the case. They gave no explanation of their reason for keep ing the will.

Referring to a reported case in 1909 of one Insurance company against a woman summoned for neg- lect of her children, the witness said there were insurance agents calling. upon such people who, however honest, were thick in the head with regard to dates and such like. If the agent filled in the proposal he was the agent of the assured. Further questioned, he held that notices of lapsed policies could be sent by regis tered letter. He instanced the inten tion to erect a tombstone as a case in which such a bona fide intentiön to incur expense should insure the recovery of the money insured for, although the expense was not incur red owing, say, to the interventos of a relative of the dead person.

AGENTS LAMENTABLY IGNORANT.” -Si Alfred W. Watson put it to the witness that if the Act were amended in the way "suggested it would lead to the taking out of an enormous number of so-called funeral expenses policies, when there was nothing but a merely colourable intention of any expense being Incurred.

The witness said he was making a broad suggestion.

The Chairman: I think the gamble is aimed at by the words, "bona fide expectation."

The Witness: Some, provision ought to be made, in what form is no business of minë-

Mr. Stewart Robertson, Chief Re- gistrar of Friendly Societies, suggest ed that notice of lapsed policies shonk! be given by personal service. Arybody, he said, could sign for a registered letter in England. The witness concurred.

Questioned by Mr. H.. S. Cautley, M.P., the witness said he could give no cases of fraud by insurance agents, or mis-statements amounting to fraud. They were, however, he main tained, lamentably ignorant of insur ance work, and were in the habit of assuring illiterate people that "every- thing, was all right, and that the money would be paid if anything happened."

Mr. Cautley agreed with the wit ness that it was a feasible proposal to prohibit, agents altogether from filling up forms.

Re-examined by the Chairmen, the witness said it would serve the pur pose regarding lapsed policies if the penalty, were printed on the form as clearly and shortly as possible not in small print.
