In the Allied reply to Bulgaria, made public last evening, M. Clemen ceau points out that the Bulgarian people cannot be freed from all respon sibility. Therefore the decisions of the peace conference cannot be materially changed.

The French papers applaud M. Clemenceau's speech at Strasbourg but say nothing will meet heartier or more general acceptance than the -declaration of war on Bolshevism. The papers ask the Premier to conform his acts with his word.
