Signor Tittoni has forwarded to the peace conference a new proposal suggesting the constitution of an independent state of Fiume, comprising Idria and Adelberg, under the protection. of the League of Nations, but assigning to Italy the district of Volosca, thereby insuring the territorial continuity of Italy, Finme forming a buffer state between Italy and Yugo.
