THE FIRST DESIGNATE IN CHARGE OF THE

EXECUTIVE POWER,

CONSIDERING:

That Naturalization Papers granted signed both by

the Secretary

to certain Chinamen, Syrises and of Foreign Affair and the owner. Turks in years previous to 1910, at a time when it was legal to naturalize individuals belonging to those races, are not provided with photographs of their owners and are eliable, therefore, to be used to contravens the legal regulations on Chinese, Syrian and Turkish immigration;

Article 2. Otca the identification made, the owners of the Papers shall be Civil Register in accordance with article bound to inscribe thos. Papers in the 321 of the present Civil Code, other- wise they shall be considered as illegal.

That, in a general way, it is conven forient, for the purpose of identification, that Naturalization Papers should have attacked thereon the photograph of the person to whom,the Papers are issued.
