The following remarkable letter appeared in the Manchester Guardian. Si-Eight British machines at tacked Kronstade on Friday the 1st August, British air raids on various towns in the scuth and the north of Russia have been reported in the papers.
Thus the peaceful and defenceless population of Russia, in addition to all its misery, is being also subjected to one of the cruellest forms of war. And this after all that was written in the English press when English cities were attacked by the German Zeppelins and Gothas. What differ- ence is there between the two cases? If any. It is only in the fact that while the Germans attacked an enemy with whom they conducted an open warfare, the English military craft aftacked a country on which war has never been declared by Eng land.
The heart of a Russian who can forget himself for love of his country bleeds at the knowledge of these facts. Now, when peace has been signed, our late allies have thrust the sword into the very heart of Russia.
Most vigorously protesting against many methods of practical Bolshevism and being opposed to its political pre- gramme, I protest with still greater Indignation against foreign invaders bombarding defenceless Russian cities and supporting the terror of Koltchak, who is covering with blood the fair land of Siberia, which has hitherto escaped the horrors of war. Koltchak's high-handed methods of government have surpassed the worst crimes of Tsarism.
I protest against assistance being given to the man who, with the ruthlessness of a Tartar conqueror," suppressed the democratic Gover
ment of Siberia and murdered several. members of our Constituent As sembly.
There does not seem to be any cent, time to which one can appeal in Government in the world at the pre- the name of right and justice. My protest of indignation and deep sor. Tow far the sufferings of my country is therefore addressed to the English. people, the people whom, from my childhood, I was taught to love and esteem, whose friendship: for my countrymen I deeply desire, and i whose power and sense of justice I still believe.
Let an end be put to the blockade which destroys our young generaSon and ingrains in it a hatred of England. Let the English troops be withdrawn from Russia, No powerful fleet, no fresh reinforcements are needed for that. It can be achieved by an agreement to cease bloodshed, an agreement which the Bolshevik authorities have often expressed their willingness to sign.
British opinion must put an end to the policy coinciding with the secret instigation cf. the "Russian friends of England, so that the English people could, instead of this friendship, secure the friendship of the great Russian people-great in the past-and great in the future great not in their military exploits, but in their thought, in their marvel- lous art, in their sufferings, and in their genuine love for a brotherhood of nations and for freedom.
I conclude my letter with the heartfelt desire to see this country and my own united in the future in the bonds of solidarity and lasting friendship as one of the most im- portant conditions for the welfare of the world.Yours, &..

Novels, newspapers, and police- Court records are full of cases where- acknowledgment of paternity, but fathers try to avoid an embarrassing things are different in Japan and a case is reported in the local papers in which a young man went and registered himself as the father of an infant which did not exist." It appears that this youth, who was employed in the Nishinomiya Town Office, fell in love with a woman very considerably his senior, and Rersuaded her to live with him. He was not a well-behaved boy, however, and his Inamorata, who was old enough to be fastidious, re- fused to continue the liaison." The youth, in spite of his ill behaviour, was attached to the woman, and, desiring to have some hold over her which would prevent her from marry- ing somebody else, he went to the town office and registered the birth of a child, giving his own name as the father and that of his mistress as the mother. Some irregularity in the paper caused the official concerned to sand it to the house, and, when it was discovered what had been done,. the woman's brother put the affair into the hands of the police. It is a very curious case, inconceivable ex- cept in Japan. As the falsification of official documents is a serious offence in Japan the fate of the youth knowing what view the police will take of the matter,
