Whatever may be the shortcom ings of the Civil Service and these are due more to the machine than to the man-there can be no doubt of the fine patriotic war spirit which animated everyone in its ranks down to the very, humblest oficial. It was the spirit of the trenches, which considered no hours too long, no task too arduous, so long as Germany was beaten. That the great part played by the Civil Service in this world drama is appreciated by those most com. petent to judge is proved by the declaration of the WarCabinet, quoted recently in these columns, that the Empire owes a lasting debt al. gratitude the Civil Service." The Civil Service, like every other public. institution, is not exempt from legitimate criticism, but the whole. sale and reckless attacks which have been so popular in certain quarters can only injure the country's best interests, inasmuch as they tend to undermine the moral of the service and deter the best men from joining it. At any rate, in this war it must be admitted that the Civil Service, en its mettle as it never was before, has made good." One note worthy fact is that its administration, bending to the exigencies of the time, became much more elastic, and peace precedents and mouldy rules and regulations went largely by the board. In other words, the great State machine became much more human and businesslike. With

the little things, of so much import- ance in peace times, did not count. The machine was smashed by the war, and is never likely to be set up again. in its old rigidity. Thus has the war reacted beneficially on the Civil Service, giving It a wider and more sympathetic dutlook, making for greater efficiency in the future and more businesslike methods, There has already been evolved from the dust and sweat of war the nucleus of the new type of Civil servant, which Lord Haldane would ob tain through the London School of Economics.

There is, how ever another little army of men who bore the brunt of the first days of war, but whose work hitherto bas practically gone unrecognised--the small body of trained Civil servants and War Office staff, who, like their militant brethren, formed the nucleus and backbone of la great army of workers which was to contribute in no small degree to the successful conclusion of the greatest war in history. The methods of the War Office, have been held up often quite unjustly—to ridicule by people who are unacquainted with the difficulties of its complex administra- tion, and they foretold a dismal failure as soon as it became evident that the war was going to assume But they exceptional proportions... had misjudged the old tried Civit servant and his capacity to deal with- an unprecedented situation. The Civil servant has reason to be proud of his work during the war, and none more so than those representatives of the Service at the War Office who, without any fuss or bother, put their backs Into the huge task before them and carried it through without a breakdown. In the early days of the war some of them worked more than once round the clock, and a large number were at their post seven days a week for many months in order to keep pace with the work

A GREAT EXPANSION..

As the work increased the small- original staffs grew to branches of large dimensions. For instance, the Casualty Branch was formerly com posed of ten members, but at the signing of the armistice its staff had reached a total of about 1,500. The branch concerned with separation allowances had a nucleus of two which dealt with charges on war funds amounting to £32,000 a year, but at the height of the pressure it had grown to 400 and dealt with £150,000,000 a year, and the pre-war regulations had been entirely revised to suit the existing circumstances. The total staff of the War Office in July, 1914, 'was roughly 2,000; at the sighing of the armistice it had reached ‘over | 18,000 civilians (more than half of whom were females), in addition to which was the military staff.
