This afficial memorandum is issued for publication with reference to the condition of county Tipperary ; and the working of Sinn Fein in Ireland-
During the early part of the year! 1918 the country was in a disturbed condition, and many serious and dastardly crimes had been mitted.

For instance, in county Tipperary an old man, formerly a soldier, was In January, 1918, brutally murdered by a band of men beck se he at tempted to prevent them, when they raided his house, from carrying away the rife of his son, a soldier home or short leave from the front.
The parish priest of the parish' in which the crime was committed denounced the crime as a base, shameful, and un-Christian act, and, referring to an attempt that was being made to shift the responsibility for this, crime to persons supposed to be hostile to the Sinn Fein move- ment, said: "That, I believe, to be a most dishonest suggestion, and one that aggravates the evil already done by adding insult to injury. In Sinn Fein, as in every kindred move- ment tinged with militarism, you have a number of reckless, wanton men who are out for mischief, and who use their organisation as shield and cloak for their personal wickedness."

RECENT OUTRAGES IN TIPPERARY.
The county of Tipperary has an unhappy record in this respect.
The memorandum bele details the murder on January 21,1919, of two constables of the Royal Irish Con- stabulary engaged in escoiting a foreman quarryman with gelignite, and the murder of a sergeant and constable at Knocklong in the rescue of a Tipperary Sina Fein prisoner.
About 5 30 on the afternoon of June 23 Mr. Hunt, district inspector, Royal Irish Constabulary, who had been on duty at local races, was shot dead on the public street of Thurles, There was a large crowd on the St.Pet at the time. Some of the Crowd jeered at the officer as he-lay dying on the street. The crowd
