Export trade in competition with sugar produced by coloured laborin Java and else- where could only be kept up by the payment of export bonuses, which had proved an intolerable burden. A the Commission was that they could not conceive that anyone who had : realised the necessity of cheap sugar to several very important British Ine dustries would venture to anticipate a differentialtreatment in favour of Aus- tralian sugar substantial enough to enable it to meet the competition, for example, of Java. Before the war weimported a certain amount of sugar from both Belgium and France, against whom, itseemed, we must now differen- tiate. It had always seemed to him that we might very well have ad- vocated the importation of sugar from Germany as part of the possible indemnity terms. Speaking on the question of wines, Lord Beauchamp said that was a national industry.in France, and we impported much from Portugal also. It seemed there would be no market for wines in America during the next few years, and there fore this appeared to him an unfor- tunate moment for saying to an old ally that we proposed to differentiate against her national Industry.

only just a year ago, that India, under his Majesty's Government, took that step and inflicted what no doubt will prove to be a consider able burden upon the cotton industry of Lancashire. That being so, I think it is a great deal to ask of the people of England, and of you especially, that you should at this moment consent to put on preference duties which will be a considerable burden to you and which will benefit the people of India. Free trade is the wisest policy both for India and for England..

As so much about Protection was heard from Mr. Hughes, it was well to remember that Mr. Hughes was the one Prime Minister in all the British dominions who had increased the duties against British goods since the war began. With all his talk of the necesity for Tariff Reform in Englang, he did not remind us that since the war began Australia had increased the duties upon British goods going into that country, by something like 23 per cent. Lord Beauchamp added that as it was ex pected that strong action would shortly be taken by Tariff Reformers, he hoped Free traders would be ready with their reply. When the next general election came, and all- the talk and dust

connected with the question of indemnities and hanging the Kaiser had died down, he expected that Free Trade would' remain the touchstone to determine whether a man was a Liberal or not. (Cheers.). It was not too much to hope that Lancashire, with its great

THE CASE FOR LANCASHIRE. Sir Arthur Haworth presented the case against Protection solely from the point of view of the cotton trade. After importing the raw material from America, he painted out, we made enough cotton cloth virtually to satisfy portion of the cotton. textile descri the home demand, for the greatest bed as imported consisted of cloths manufactured and sent,

before the war, to France and Germany for finishing processes. Having satisfied the home market we had 75 or:80 per cent of our cotton manufactures to send abroad and to sell in com-.. petition with all the manufacturing countries of the world. Under Free Trade, which gave us cheap produc-: tion, we met the world's competition successfuly. Protection in any de- gree could only endanger our export trade by making production more costly, and it could not give us a better home market. With refer- ence to the Indian import duties, Sir Arthur said that if the Manchester Chamber of Commerce, in a momen- tary aberration during the excitemer t of war, influenced by a Tariff Reform exploitation of patriotic feelings, had not turned out the Free Trade direc- torate the Government would never have dared to change the balance of import and export duties in India. He hoped that now we should be able quietly and inoffensively to state the case of Lancashire and get the old equality restored as between the British and the Indian manufacturer.
