Prominent business men. Labour leaders, and, local Government ex- perts who, under the presidency of Sir Henry Birchenough, have been acting as an advisory commitree to the Minister of Reconstruction on the electric power supply question, have furnished a report expressing the opinion that electric power should. be generated on a national system, and that the creation at large generating stations should be taken in hand at once.
A single, unified system is urged as necessary for efficiency, the State to participate on a large scale in financing it Administration should be on a commercial basis and in no sense on Civil Service Ines.
Stress is laid upon the vital importance of a full development of electric power for productive pur- poses. High authorities have estimated the national loss through failure to take full advantage of electrical progress at not less than £100,000,000 a year. Nationalisation of generating plant and the working of such plant in all districts on a national system is strongly favoured.. Distribution would be left in the hands of existing agencies, but an Electricity Board of six members. selected from men of proved business capacity and experience is recom mended, the chairman to be appointed for five years with an honorarium sufficient to attract the services of a first-class man
The remaining. members should receive the equiva lent of directors' fees on a
high
scale. Regulations to ensure, due regard to the public interests should be made by the responsible Governi ment Department.
The first duty of the Electricity Board would be to plan out a compre hensive scheme for the whole
country.
A SHIPPING ISSUE.
A question of paramount interest has been raised by the action of the Australian Government in accepting general cargo to Australian ports in one of the Commonwealth steamers independently of the Conference lines. The issue is a complex one. Under existing or pre-war conditions the Conference lines, with a steady ten- dency towards a monopoly of freight, require those who ship cargo to enter into an undertaking to confine ship. ments to their lines during the ensuing twelve months on penalty of forfeiting the 10 per cent. rebate On the freight Merchants have accepted this posi tion, regarding the stability of freight rates as a useful quid pro quo.. The Commonwealth Government contend: that such a system is in restraint of trade, and have declared it illegal' in- Australia. They point to the practice that has grown up side by side with. it of foreign tonnage taking cargo from foreign ports for Australia and elsewhere at competitive rates; while even the Conference lines accepted. cargo at lower rates from Conti- nental ports to Australia and New Zealand than from the United King dom. The Government hold that their action is intended to assist and develop British and Australian inter- ests alike, by safeguarding merchants- and exporters from a policy that might ultimately drive away trade from Great Britain. Against the Commonwealth, on the other hand, it is urged, that the Home Govern ment have recognized the principle that State control of shipping must be relaxed with the end of the War, and that the Commonwealth line of steamers starts its compéti tion with an unfair advantage in virtue of not having worked in the past on Blue-book rates and of not paying excess profits. The attitude of the merchant will go far towards settling the controversy. His cautious and conservative dis position is notorious, but there can be little doubt that, in common with the general public, he has been given: furiously to think by the publicity, shed upon the perferential treatment. accorded in the past to American and Continental shippers.-United Empire.
