METHODS OF MINISTRY.
The London correspondent of the Journal of Commerce writes:-
The methods adopted by the Ministry of Shipping in releasing vessels from requisition leads one to the conclusion that the department- intends to given sort of final squeeze' to shipowners before allowing them to have their vessels released. The offers put forth by the Ministry of Shipping to release vessels are on such teams that shipowners have by no means jumped at the balt. For instance, in order to secure release from

The Ministry also desires to be released from the guarantee of the removal of the fittings for the carriage of oil fuel in double bottoms or deep tanks. This is only one of a number of offers made by the Ministry, and shipowners so treated are wondering who is the depart- mentalist responsible for these peculiar arrangements. The release under such conditions and circum- stances is a one-sided arrangement, and is certainly unworthy of a department which bas recognized what shipowners have officially done during the past three or four years.
THE FRENCH COMMERCIAL REGISTRY.
The English authorities might well pause to consider a valuable law just promulgated by the French Govern- mert in order to protect the trade and commerce of their country against the secret machinations of cremies. This country suffered even more than France from the secret business methods set on foot by Ger-- mans to undermine British trade and commerce. It is a strange and sad fact that even to-day this German influence has not been stamped out. In France the German influence in commerce has been cleared out very thoroughly, and in order to prevent it creeping back the Commercial Registry has been adopted by the Senate and Cham- ber of Deputies, and made law. This registry lays down that in every coin- mercial and civil court a record of al trades and business men in that district has to be kept. Particulars are re- quired as to their name, assumed name, title of company, capital, arrange ment of stock, and the rationality of tion. When registration is completed. all those concerned with the corpora- a certificate is granted for trading. All records are centralised in Paris, and, for a fee, may be consulted by the public. Heavy penalties are im- posed on traders and companies fail- ing to register, or on those giving false particulars. A LIVERPOOL DOCK RECORD.
Liverpool has just cause to be proud both of its shipping and its unexcelled dock system; and, if any dweller in its midst were so disloyal as to question the assertion, an episode of April 13 should surely convince the most sceptical On that day a single organization-that of the White Star, Dominion and American Lines-had nine steamers aggregating 131,390 tons gross re. gister in the Canada and Huskisson: Docks, ranging from the Belgic, 24,547 tons, to the Dominion, 7,087. tons, the value of this imposing array being about £4,000,000 sterling.
