the rumours which have been in circulation this evening, preferring to await a definite pronouncement. Reference was made in yesterday's comments on the situation to the hostile attitude of road authorities, and it can be definitely stated that there is grave objection to the pro- posal to hand over the control of the national electric supply system which is to be created to the new ministry- The main reason assigned for this sect tion of the bill is that with the growth of electric traction "on railways they would be among the largest con. sumers of current. This is a piece of special pleading which is quite unconvincing, and the case for the control of the electric supply busi ness is as weak as that put forward for the absorption of dock enterprises... The feeling; among this section of threatened interests is that the elec tric supply, business if it is to be organised on sound lines will re- quire the undivided attention of a considerable department, staffed. by experts, and that it would be a fatal error to make it one of the side! lines of the "Everything Ministry." The more the proposals of the Amazing Bill to constitute it are examined, the more apparent it becomes that the framers of this measure have failed to grasp the essential elements of the transport situation: Either that, of they have gone out of their way to realise the ambition of those who would make the new department a Government despotism of an unparalleled type. In either case, whether the mistake made is due to ignorance or design. the bill cannot be allowed to go on to the Statute Book in anything like its present form.
