Many people in this country have forgotten the unforgettable tragedy df Feb. 27, 1915, when the famous (or infamous) twenty-one dermands. came like a thunderbolt from the blue. "This forgetfulness may be due to the belief that the demands were. not all yielded, and that certain modifications have been made after the Ultimatum. As a matter of fact the modifications, three in number (see, China Year Book, 1916), were more imaginary than real.

For instance, the most vital parts of the demanda remain, such as the demand to succeed Germany in the concessions which the Kaiser exacted from China (which is nothing more than a continuation of Prussianism), - the demand for extension of the lease possession of Dairen (Dalny) Port Arthur and South Manchuria Rail-- way the demand for ownership of land, now in the disguise of long lease with unconditional · renewal,
