The Scotsman says: In its career of nearly forty years, probably few foreign Colonial enterprises have ex- perienced such vicissitudes of fortune as the Philippine Tobacco Company. Though a Spanish company with head offices in Barcelona, it was founded with Franco-Spanish capital. its three chief promoters having been two Spanish banking insitutions and the Banque de Paris et des Pays Bas. ahose affairs are administered by a council of twenty, of whom eleven sit in Barcelona, seven in Madrid, and six in Paris. After an initial distribution of 14 per cent, the divi dends for a period of mare" than twenty years ranged from 24 to 9 per cent. The Spanish-American war caused

drop to 7 per cent, from which there was a sharp recovery, but a few years later the company fell on adverse times. In 1903" a confiagration destroyed its principal stores: in 1904 the company suffered. from heavy internal taxation; in | 1905 a typhoon of exceptional severity did much damage. At the same time losses were sustained by the intro- duction of a new currency in sub- stitution of the old Mexican and Argentine dollars, the preference of the natives for the old coinage neces- sitating special restrictive legisla. tion by the American authori ties. The financial crisis. in America which culminated in 1907 then had a prejudicial effect upon the economic situation in the archipelago. and in 1908 the company suffered" from unfavourable crop conditions. The result of all these drawbacks was that the dividend, 'which ́ had' been reduced to 3-in 1901, had to be entirely suspended for a period of six years. In 1911 the company recommenced distributions, paying 3. per cent. for three years, and in 1914 raised the dividend to 5 per cent. The first three years of the war brought the company big profits, with the result that the dividend for 1917 was raised to 14 percent, a rate only paid once before in the company's history-namely, in the first year of its operations. Notwithstanding the scarcity and high cost of shipping, the sales in 1917 are said to have been double those of the previous year, and the price of tobacco to have been five times as high as before the war. The company's production is familiar in this country to smokers of the well-known Manila cigar and cheroots, and the company is one of the " principal purveyors to the French tobacco regie, delivering the product at Saigon, whence the French Government provide for its trans- mission. The prosperity of the Philippine Tobacco Company during the war period does not appear, how! ever, to be due only to its business in tobacco, for I understand that it is interested also, in other articles of Colonial produce. such as copra, manila, hemp, and surgar. The shares of 580 francs each which are quoted on the Paris Bourse stand at nearly 100 per cent. premium, and on looking up records, I find that in 1908 "they were as low as 251 francs.

The Armenians also ask for the port of Trebizond and part of the vilayet of Trebizond. The existing Armenian republic of the Caucasus would naturally form part of the new State. What, with Greece on one side and Armenta on the other, the unspeak- able:Turk will have nowhere to go." The European Turks being all Bulgarians, and the Asiatic all Greeks and Armenians, one begins to wonder whether there are any Turks at all.”
