[Mr. "Aylmer Maude, the blogr: apher and translator of Tolstoy, who arrived at Murmansk at the end of November with a portion of the British Expeditionary Force, discusses in the following article the motives for Allied intervention in Russia. He is in favour, it will be observed, of making war on the Bolsheviks, but he is keenly alive to the dangers which would result from the Allies attempting to bolster up any military adventurers who are seeking to undo- the work of the Revolution.

I will, therefore, in the absence of official information on the subject, devote this article to a purely per- sonal attempt to deduce from known facts of the case, the reply which should be given to the questions 50 often asked.

THE BOLSHEVIK USURPATION.

The Tsar severed the chain of legal authority by abdicating, without relegating his authority to anyone who would accept it. This led to a conflict of authorities and facilitated the seizure of power by the Bolshevik leaders, who, when at last a Con- stituent Assembly was elected, lost no time in dispersing it by force, on which alone their authority now resta.

If one looks to-day for the will of the people of Russia, one can find it represented only by those who were elected to the Constituent Assembly, and have been pre-- vented from assembling by the Bolsheviks, who lost the election. It was from among adherents of the Constituent Assemblythat. the

Union for the Regeneration of Russia" was formed in Moscow, which succeeded in establishing Frok visional, 'anti-Bolshevik Governments in Siberia and in Northern Russia. These Governments invited the inter- vention of the Allies to assist in maintaining order and to enable the legitimately expressed wishes of the Russian people to prevail against the armed violence of the Bolsheviks

That the Allies, who accepted the. invitation, can be relied upon to set in accord with the terms of their invitation would appear" certain, for are not those Allies the British, with a long tradition of Constitutional liberty, broad-based upon the people's will," since the days of Pym, Hampden, and Milton; Americans who have carried on the same tradi- tion and enriched it with the names of Washington, Lincoln, and Wilson; Frenchmen, whose Revolution broke so many chains, Italians, who, with Mazzini, Garibaldi, and Cavour, car ried on the great movement of demo cracy and finally Japanese and Ser bians, the latest members of the fraternity of constitutionally govern ed nations?

MILITARY PLOTTERS.

The Russian people should be allowed to decide their own fate by constitutional methods, subject only to the proviso that if they are free to fall they are not free to fall on other people's heads! But here a complication arises. The disbanding of the Russian army has left a large number of officers with no means of subsistence and nothing to do but to plot coups d'eat for the restora tion of some military authority which they can perform. In actual fact, would reward the kind of service both in Northern Russia and in Siberia such coups d'etat have already been effected.
