REPARATION FOR CHINESE OUTRAGES

A Peking telegram, to Shanghál Chinese newspapers reports that the Ministry of Foreign Affaire last week notified the American Legation: of the pending settlement of claims made by the American Government on behalf of the killed and injured. at the time the US. gunboat Mono- cacy, was fired on near Yochow in' the Upper Yangtze in January; 1918. Mr. Chen Lu, the Vice-Minister appearing personally at the Legation.

The widow of the officer who was " killed by rifle fire from the riverbank. is to receive $25,000, according to the report, while two sailors who.. were hit, by riffe bullets are to get G.. $500 each. Furthermore, the Tuchun of Hunan is to tender an apology to the American Consul at Changsha, Mr. Perkins.

The Monocacy was bound upstream- from Hankow to Ichang and when- near Yochow," at the entrance to the Tungting Lake, on January 17, 1918, she was fired on by Chinese troops- entrenched on the bank. At the same period a British gunboat was also fired on while convoying a fier boat, steamers of both the Chiba Navigation Co., and the Indo-China Co. having been attacked during a period of a fortnight or more.

Mr. O'Brien, the Monocacy's chief petty officer, who was acting as yea- man at the time and was second in command, was killed on the bridge of the gunboat, a bullet entering the back on the left side passing through the body and emerging on the right side, One sailor was hit in the nok and the other received a bullet in. the forearm.
