an opinion is given in a remarkable: little book just published by Messrs, Allen & Unwin (Museum Street. London). The Diary of a Dead Officer, which shows that to an educated man the life is that of moral torture. Arthur Graeme West enlisted as a private from Balliol in 1914, took a commission eighteen months later, and was killed in April 1917. One of the striking passages of the book shows. that German militarism is held up by the War. Office as an example ta be imitated.. not. as a danger. to be avoided. He quotes from a lecture delivered to the men by a commanding officer.. "The Ger mans," said the Colonel," though we sneered at them at the time, were now proved to have perfected the. system of training men in a short time. We must copy the Prussian method...

What we must aim at was, as he had said, the discipline of the Germans." What that disci pline meant the Social Democráts hare shown by a thousand speeches and pamphlets, yet the militarists would like to see it introduced Into England. The same writer gives an example of the sort of thing that is supposed in the army to promote discipline and efficiency. They were given special drill, he says, for the purpose of teaching the important duty how to tuck his stick under his left arm! To quote: We practised. in two movements (1) put the stick under left arm; (2) put the right hand away; then (1) seize stick on the underside; (2) bring it smart- We were then marched up and down the road saluting by numbers im aginary officers, thus: (1) "stick. under arm; (2) and away; 1, 2, 3, hand up to stick again; 8, hand and stick away." It is such drill as this, absolutely useless as it is for military purposes, furless the enforcement of- subordination is a military necessity, that is calculated to drive intelligent Пед into imbecility. Apologists urge that all work is more or less monotonous, and that military duties are po worse than others. Apart from the fact that even monotonous- drudgery in business or occupation is generally connected with some thing productive, which is very seldom the case with military duties, the individual in a business or Industry is not in the mercantile or industrial atmosphere the whole time. He has his hours, even his days of freedom and relaxation. In the case of a soldier, even when he is off duty he is under orders and his liberty is restricted; he cannot leave the camp or the barracks without permission; he is subject to the most rigid rules and unintelligent regula tions. The two conditions are not comparable, and no one who had ex- perience would attempt to compare therm. It is only the unimaginative man with full control over his own liberty who cannot understand what the loss of liberty involved in army life means to others.

served in the Black Sea in this vessel, and during the hurricane of Novem ber 14th, 1854, which destroyed most. of the shipping in Balaclava Bay, be assisted in saving a number of lives. At the end of the war, he was engaged in the transport of troops in the Golden Fleece to India, via the Cape, to assist in the suppression of the Mutiny. He joined the P. and O. service in 1859, and remained with that company for 45 years, rising to the rank of Commodore. Captain Murray was for many years on the Hongkong-mail, and knew the pre-- sent P. & O. Agent in Kobe when he. was a junior in the Hongkong office. In the early days of foreign residence ia Japan Captain Murray put into Yokohama to refit, his ship, and it was on this occasion that he went to Yedo as the guest of the British Minister and Lady Parkes. Captain Murray's last ship in the P, and 0. service was the Britannia, and he retired in 1888:
