Peking. March 12. Independent reports from Korea indicate that the independence move ment is more wide-spread than is officially admitted by the Japanesev

Trouble had been anticipated on the occasion of the funeral of Prince: Yi, and the Japanese called in the gendarmerie from cutlying stations. Forestalling this, the Korean national leaders arranged for Independence Day demonstrations to be held two days earlier, thus catching the Japanese unprepared. Eventually the situation was restored, but not before thousands had been arrested.

The Korean Independence mani festo calls upon the people to arise and make a peaceful demonstration of their independence and under no circumstances to use force. The document is digniffed and powerful..

kong for 1917, signed by Mr. Claud Severn, Colónia! Secretary, has been issued as a Parliamentary paper. It is a belated document, but it shows. nevertheless, the actual position of the Colony and the progress that is being made, The revenue continues to expand. It has grown from over eight and a-half million dollars in 1913 to fifteen million dollars in 1917. Expenditure, needless to say, has kept pace with this expansion. The balance to the good on the work- ing for the year 1917 was not far-short-of-a-million-dollars- and the assets and liabilities act count showed on December 31 of that year a credit balance of over three million dollars. It is of interest to note that under a new Ordinance a tax of 7 per cent,, on assessments was imposed to provide an annual con- tribution to the Imperial Government for purposes of the war. The colles- tion began on July 1, and the sum realised for the half-year "was $504,984. The figures for shipping naturally show some restriction owing to "the conditions, brought about by the war. But in all the main essentials the position of the Colony is thoroughly satisfactory and progress is indicated in many directions. It is noteworthy that during the year covered by the report the War Charities funds were" subscribed to in the same generous" manner as in previous years, the Sútos received in "subscriptions amounting to nearly $300,000. The local War Savings Association con tinued to encoutage small investors, and a total of considerably over $1,000,000 (Straits currency) was invested in war loans. The year 1917 will also be memorable for the passing of the Ordinance incorporat- ing the Volunteer Corps and the Hongkong Volunteer Reserve into one command-"The Hongkong De fence Corps." Under this Ordinance all male British subjects between the ages of 18 and 55, who are medically fit and who are ordinarily resident in the Colony, with certain exceptions, are liable for military service in the Colony.

"Lui Sing, a small boy of 13 year of age, must have been indulging very heavily in penny dreadfuls".. or been a regular patron of the picture shows, because he has become imbued with the brigand spirit, with the result that he was brought up before Mr. G. N. Orme this morning. The terrible story brought forward by the "Police was that this youth enticed a small girl of 8 years old into an empty matshed, and with an accomplice, who by the way cannot be found, blindfolded her; and with his teeth, Lui 'bit through the cords that fastened two little rattan and gold bangles on. her wrist, took the bangles away from her and ran. Her mother who happened to be near, came rashing in, and finding what had hap pened, gave chase and found that def. endant had jumped on a launch. She immediately gave chase, and jumped into a sampan, and called upon the launch to stop, which it did, and climbing on board found the small youth. Seeing that the game was up, he gave her the bangles. He was immediately taken off and placed in custody.

"After hearing all these stirring details. Mr. Orme decided that this boy should be punished, and on asking where the boy came from. was told by the boy himself that he lived in Taiping, and had run away from home because his mother beat him, and that he had been in Hongkong about seven days: "Mr Orme then told the boy that he would be beaten again, and receive 12 strokes and be imprisoned for 48 hours, after which he would be sent home. He was also warned that if he came back again he would get a long sentence in prison,
