Two facts arise from this. bald announcement. The one is the determination of Bel- gium to sever her connection with Han shipping. The other is the de- velopment of the Cunard Line, q the Continent" Belgium was under a heavy debt to German shipping before the war. Antwerp's business was drawn from the Hinterland of Belgium, the manufacturing districts of Germany on the Rhine, and keen competition was waged between Antwerp, on one hand, and Hamburg, Bremen and Emden to secure this.. traffic."
The correspondent continues: "Germany has her system of pre- ferential railway rates, which favored the export of German goods via the ports of the Empire. They were reduced, in conjunction with the ocean freight rates, to a level which would enable the goods to te market- ed abroad at a rare lower via Ham- burg or Bremen than by any other route.
"Antwerp had a weapon to meet this preferential rate. It was a subsidy to shipping using the port. Shipping was encouraged to use the port.
