THE SHIPPING MÄRKET.
Owing to reduced shipments and the drop in freight the charter, rate has suffered a further decline, "even the rate for stearners of a large size showing a tendency to fall below 120, while a few medium-sized vessels of 2.000 or 3,000 tons have changed hands it Y12 or-Y13. In view of the
fact that the North American freight, which was once quoted at $45, has fallen to only $6.50 in some cases, it is not known where the present declining tendency will stop.

On the other hand, there are many shipping men who are of opinion that, there will be no great further decline. In their view the lowest. possible inút is about to be reached, if is is not already reached, and ar eatly improvement is in store for the shipping market in Japan. In many lines of merchandise a licence is stil recessary in the United States. but the restrictions have been con siderably modified in practice, and American shipments are bound to show an increase! The trade depres sion in Australia, India, and South America has already reached its climax, and there should now begin a favourable reaction. talked about the early restoration of the services, foreign steamship companies, but the resumption, for the time being at least, these ship- ping then declare, is more in the naturs of expediency than of public: utility; in other words, forelgi » steamship companies will not yet bur able to meet any considerable portion. of public requirements of tonnage in view of the demand elsewhere for special purposes, such as, for the transport of foodstuffs to Europe. Again, considerable freight space is- necessary for the shipment of Java sugar, while Great Britain and: France are trying to charter Japan; ese rossels. As a matter of fact, certain ärme in Kobe have received: offers in this connection from Lon don, and its reported thas one of the conditions for the removal of the embargo on the export of rice from Frenel territory to Japan is the placing of certain tonnage at the disposal of France. It is usual for the shipping market to be depressed during the first two or three months of the year, and in view of these eir cumstances an early revival of acti vity is prophesied by serne shipping. mea Japan Chronicle."
