The Japanese Ambassador in Washi ington reports that in April last the US Shipping Board prohibited the chartering of neutral vessels by private individuals, but it has now decided to remove this restriction except for the condition that private- charterers should obtain the periis. sion of the Shipping Board with fes gard to the rates. The Board has also decided to release all the foreign steamers chartered on the expiry of the contracts, so it is expected that much tonnage will be placed on the 'open market.

These rates are for the extra- steamers. It will be seen that the present quotations, as compared with the figures quoted before the armistice, ahow a decline of 200 shillings in general cargo, 400 shil- ings in cereals, 144 shillings in metals and 400 shilings 进 starch. The following table gives a comparison between the present freights for liners and extra steamers- together with the average :-

These quotations are considerably lower than the figures quoted some time ago yet shippers expect a fur ther decline in freights and in many cases are withholding" shipments. From the standpoint of the Nippon Yusen Kaisha à"reduction is also considered necessary, in view of the fact that the Osaka Shosen Kaisha: has inaugurated a European service- wbile foreign steamship, companies are fast restoring the services sus- pended by the war. It is reported that the management of the Nippon Yusen Kaisha is considering a further reduction in freights. In some quar ters it is expected that the standard rate will be lowered to about 150- shillings, or about the same figures. as are quoted for foreign steamers.
SHIPOWNEAS" ASSOCIATION.
The Japan Shipowners' Association held a meeting of Directors at Kobe, on January 17 to discuss, several questions relating to shipping- Among these were the proposed extension of the near-sea" limits, which are at present limited to Hongkong in the south and to Kam chatka in the north. A proposal to
extend these limits has been
pending during the last five years, and last year the Shipowners, Association memorialised the Govern ment urging the necessity of extend- ing the limits so as to include the waters round the Straits Settlements and Java. This memorial was reject ed. When the Ministry changed the Shipowners Association again :ad dressed a memorial to the authori ties on the subject. It is understood that the present Government is not entirely opposed to the proposal, 'but ̧' is desirous of making full investiga- tions before taking any definite-action in the matter. At the latest meeting the shipowners agreed to 'resume the discussion of the question with the authorities, Another matter of import- ance considered by the meeting was the value of tonnage as forming the basis for calculating the business tax. In the regulations it is provided that the shipping business tax should be imposed on the average value of tonnage during the previous year. The shipowners contend that in view of the great decline that has occurred in the price of tonnage since the arm istice, it would be a great injustice if the tax was based on the value of vessels last year. They agreed to memorialise the authorities asking them to modify the regulation of
