POWER OF THE FLEET.
"Take it fell in all, never in the history of war has erganked force accomplished its purpose à: so small a cost in unpreventable loss, and with such utter thoroughness, or in fake of such unanticipated i culties."
"Thus Mr. A. H. Pollen in his intre duction to "The Navy in Battle," which appears opporturely just after the crowning triumph of the Iritish Navy in a war which, he peint out has been won.
"Because there is a great den cre water than land the world. and because the British Fleet com- mands the use of all the water, and the enemy the use of only a tiny fraction of the lard."
To the affeers and men ef the y Mr. Folen pays 'eloquent 12. "Your skill," he says, counterbalanced bad policy when it could; your rescurces supplied, the defects of material; too sew of you were or anything but the highest merit for many errors of selection to be possible.... You took civilian domination, civilian ignorance. and "civilian indifference to the things that matter all for granted, and submitted to them dumbly and hum- bly, as you submitted silent and unprotesting to your other hardships; you were resigned to this being so, and were resigned without resent ment."*
The general note of this careful and well-written review of the naval war may be judged from these quotations. If Mr. Pollen is all ad miration for the service at sea, he is keenly critical of its direction in London. It is perhaps, a little un- fortunete for Mr. Pollen's conclusion

But Mr. Follen does speak the mind of many able critics when he attacks the theory which so long lay behind the conduct of our naval warfare. This theory was in Mr. Follen's words:-
"That long as the British fleet was unconquered it was invincible, and that the distinction between invincible and, victorious' could be neglected. After all, as Mr. Churchill told us, while our Fleet was crushing the life breath out of Germany, the German navy could carry on no corresponding attack on
and when the other camp denounced this doctrine of tamme defence he retorted that victory was not only unnecessary but that the torpedo had made it impossible."

Fitt won the match at the Palace Hotel on Saturday night by 95 points.
