The Department of Agriculture and Commere expliers that the en port of Tonging rice will soon be entirely free, while the embargo on Saigon rice will be partially removet. As will have been seen from the telegram above quoted, it seems that Cambodia will be left under

embargo. Exports of Saigon rice amount to abou: 7,000,000. koku a year. Tongking rice, of which there are two crops year,

is exported through Hongkong. and exact figures are not available but it is estimated that exports. amount to 2,000,000 or 3,000,000 koku. Of the foreign rice imported into "Japan during 1918. Saigon rice amounted about 2,000,000 koku, Tongking rice to about 300,000 koku, and Rangoon rice to about 2.000.000 koku. Usually Rangoonriceis imported in the largest quantity, but last year owing to the export embargo there was a decrease in impört of Rangoon rice while Saigon rice showed a consider. able increase. It is expected that this will also be the case this year.

"There have lately been persistent rumours of the embargo on the ex- port of Rangoon rice having been removed. but this report is not cor rect. The fact is that preferênce is to be given to British India and the Straits Settlements, and export to ather places is to be permitted only when there is a surplus after the requirements of these two countries" have been met. This exportable quantity, if any, is to be apportioned to the countries in need of supplies. The rumour regarding the alleged removal of the export embargo ou Rangoon ride is apparently a mis- representation of the fact that nego tiations are now proceeding for the apportionment of supplies." Accord- ing to information from a certain source, the total exportable quantity of Rangoon rice is about 12,000,000 koku a year.",
