But the home governments, situated far away from China naturally cannot study the situation at close quarters, so that they are liable to be inficenced by the reports from their countrymen in China For instance, when the question of the Hun Wang Shan Iron Mine question was raised it became an issue in the Hous of Commons. America, which bad been expected to help the South, was influenced by the views of Dr. Reich and took an attitude of helping the North, so that it became necessary for Dr. Sun Yat-sen the Southern leader to appeal to Americs to save democracy in China and warn the Northern militarista about the necessity of restoring parlia ment. That was a recent example.

Thus it is plain that the propaganda policy of the foreigners in China is to instigate the Chinese who thinks that "to play one devil against another and to befriend the far and attack the near" is the golden rule of diplomacy. They have the power to injure the friendship bettreen Japan and China and at the same time to influence the view of their respective home governments to some extent What about the polley of the Empire, surrounded by this dreadful propaganda?

The Japanese propaganda in China, to be frank, is very poor, indeed. To be kure, the newspapers, and news Ageɔ- cies are more aumerous than those of other foreign nations, but in substance is there any one of them which can cope with the North Chios Daily New for England and the "China Press" and the "Ear Eastern Review" for Americ. Is there any Japanese jour- nalist whose influence is as great as that of Morrison or Simpson

The Empira's attitude is fair and straightforward, and there is no need of propaganda and defence some may say.
