Same members of the Cabinet are reported to be in favour of action first in view of the gravity of the situa tion but the Premier is known to be more autious It is safe to surmise that the Government appreciates the necessity of guarding against any mis understanding that Japan is profiting: by the new situation solely to promote her own interests
