AMSTERDAM, Sept. I. In an interview, with a ropresenta- tire of the Leipziger Tageblatt, Admiral von Scheer declared that be expected everything from the submarine. He suid: This con fidence is shared by all our submarine commanders, and I am firmly con- tinced that, if the present rate of ainings continues the day must come when England will recognise that war does not pay."
Admiral von Scheer adds that it would be a mistake to name a definite date when this would "hap- pen. He alleges that the submarine losses are only two or three a month and says that the Germans, meet no new anti-submarine appliances," apart from guns, nets and mines.
It is believed that the object of the above boasting is, first, to cheer up the German people, which is very necessary at present owing to the pessimism regarding, the military situation; and, secondly, if possible, to draw a contradictory statement from the British Admiralty in the hope that it will contain some refer ence to new anti-submarine measures and the submarine losses, which might be helpful to Admiral von Scheer,
