A telegram from Washington states that Count Bernstorff's actification, in response to a request for confirmation of his oral communication of August 37, says that his instructions contain the following passage: Lindra will not be sunk without warning or without ensuring the safety of the lives of non- combatants, provided that liners do not attempt to escape or resis:."
