AMERICA'S NOTE TO GERMANY.

LONDON, July 24
A telegram from Washington states that the Nots to Germany begins with the American Government regrets that it is obliged to say that it has found the German Note, most unsatisfactory, because it fails to meet the rent differences between the two Governments and indicates in no way wherein the accepted principles of law and humanity may be applied in the grave matter is con- troversy, but proposes, on the contrary, arrangements for the partial suspension of those principles, which virtually sets them aside.
