HONGKONG'S SANITARY

AFFAIRS.

DR. FITZWILLIAMS' STRONG CRITICISM..

A meeting of the Sanitary Board 'was held this afternoon, the President of the. Departinent, Mr J. N. Orme, buing in thu chair. There were also present the Vice- Provident, the Hon. Mr. W. Chatham C.M.G... Direct# of Pablic Works, the Hon. Mr. S. B. C. Ross, Secretary for, Chinese Affairs, Ex-Colonel Crisp, M. Chan Kai Ming, Mr. Ng Hon Tsz and Mr. Bowen Rowlands, accretary.

the Tonk Road

Mr Goldring minated-Why

Dr Fitzwilliams minuted: ls seems a pity that at the recommendation of all the medical members of the Board, the Pre- sident, and the Vico-President, the Government should over-rulú apparently a most suitable case for proper conveniences.

suppose it is not possible for Board to lo m what further reasons, which necessitated the reiu«l, ware submitted to the Council and which must have been withheld from discussion at the Bourd mcuting.

T

the

The-Bourd, took no zetion in the matter. TOUCHING THE FRINGES."

With reference to the Medical Officer'a report of the water carriage system, Dr. Fitzwil.inus minuted: I fear this still only touches the fringes of the matter. Chiness reports are at the most only doubtfully approximate. What we wantžií | a system and a piper on how to get it. The water supply is inexhaustible, viz., sea, water. Pumping is easy; piping orange, ments want to drawn up by a capable officer and costs submitted for usrly con- sideration by the Government. The last is naturally the root of the whole matter, and Hongkong, has been allowed to continue f.r so long in its prosent state that a large sum will sooner or Inter have to be put aside, which will look very large probably, but... which should have been yearly spent for the last twenty years or more and gradually been regulated by the growth of the Colony. The need of a system must be self-evident and it is time that Hongkong* consed to be held up as an example ut sanitary neglect and even Macao, ta quote" the nearert neighbour, has shown us that it has more up to date ideas.

A NEW MEMBER.

A KUMI

"Culozel "Crisp, appointed to fill the vacancy created by the departure of Col Gordon Hall, was elected to the Select Commitice of the Board.
