STATEMENT IN THE HOUSE OF COMMONS,

LONDON, June 9.

La the House of Commons Mr. Balfour said that the further capture of aub. marine officers aad men had again raised the question of the treatment of submarine prisoners. There had been for some weeks no substantial difference in the treatment accorded submarine prisoners and other prisoners, and the treatment now was absolutely identical. This did not indicate any change of opinion regarding the character of the acts of the submarines, which was in Hagrant contradiction of the letter and the spirit of the laws of war. Their acts... were mean. cowardly, and brutal; but the submarine methos were not the only methods violating law and humanity adopted by the German Government. They opened the whole question of personal responsibility, which would be reserved until the end of the war.
