PETERHEAD HARBOUR.

The Treasury have just performed another of thess somersaults over prindle for which the present Government are notorious. A short time ago it was lan nounced that the grant for the construction of Peterhead Harbout would be withdrawn, the reason given boing that since" the establishment of Naval Bases at Seapa Flow in Orkney and Rosyth in the Firth of Forth, a harbour of refuge on the' Aberdeenshire coast Was to longer necessary. But
important was forgotten-that the north and north-east of Scotland are strongholds of Radioalism. And it is a Radicalism which although it advocates economy, is of opinion that it should never be exercised bat at the expense of other people. Accordingly, an agitation was at once started against the withdrawal of the grant, and it was so well engineered by the local shipping and fishing industries, that the Government to their intense surprise, found themselves! faced with something like a ruralt among their staunchest followers. The result may easily, be guessed, the Department "took the matter into further consideration. Then, with indecent haste, a letter was written to a local M.P. stating that,, having received "A number of communications from public authorities and members of Parliament," or second thoughts the money would continue to be given by the Treni iry || for the completion of the harbour. "There have always been doubts as to whether place of refuge for shipping was required or possible on this const; but it is evident that the Treasury and the "Admiralty have changed. their opinion for party, and not for national, reasons.
